A brief summary :
-edge retention is improving, but is VG-10 class at best in wear
-still fairly chippy at the edge

In summary, four knives were compared for edge retention slicing cardboard. They had the same edge angle, apex angle/grit finish and cut the cardboard in the same way, same speed and to the same level of sharpness (1.5% of optimal).
However, for each trial the knives would in general cut different types of cardboard as it was NOT random sampled as I normally do. One one trial for example a knife might cut up mainly packing boxes for stationary supplies, but on another cut up food cartons.
This was done intentionally to look at how much scatter would be introduced into the results by different types of cardboard, all of which was 1/8" ridged. The results - even after ten trials with each knife there was no significant statistical difference among the knives.
In very short, the influence of steels on edge retention is often vastly over rated. Unless the materials being cut are extremely well constrained then all that is likely to be seen is which knife cut the easier material.

One week later :
-lots of rope, cardboard, plastics, foam, webbing cut
-wood carved, pointed, notched, cut down, limbed out
An edge retention run on cardboard, standard Class I type blade which would be expected as this is a scalpel so it is likely a 3-5Cr13-15 class steel.
Very easy to sharpen this blade in a number of different ways :
a) pop off the blade sharpen as normal
b) sharpen the leading edge as normal
c) use the built in angle-guides to sharpen on a stone
Blade is very easy to take off and pup on bare handed, however it could be an issue when very cold or rushed.
The lock broke in quickly but stabilized at the half way point. No issues with it disengaging, but the low strength of the blade is likely to be the limiting factor.

The damascus like pattern appear because the thin plastic of the milk jar is made of three even thinner layer of which the middle one is black. HDPE can safely be melted at 180°C (356°F) but can release toxic fumes if heated more!

This is a very short and simple video which shows a few key points of sharpening :
1) Destress the edge by grinding off all weakened metal by cutting into the stone
2) Grind the apex bevel until it stops reflecting light, this is just getting the edge to the right shape. It does not take an overt amount of attention or focus.
3) Finish the apex to the desired grit paying attention to minimize the burr.
To simplify the process the finishing grit was kept at the shaping grit (200 SiC) which leaves an edge with a very aggressive slicing finish but also can easily shave, slice newsprint, and is very close to a true push cut (90 degrees in all three planes) on the newsprint.
In this case when finishing the apex the angle was raised to 15 dps (the bevel was shaped at 10 dps). The increase in angle is just to add durability to the edge as this is used very roughly in the kitchen by friends and family, i.e. it will scrape out pots and the like, it isn't restricted to just cutting.
In order to get to a true 90 push cut on the newsprint all that has to be done is be a little more careful on the final finishing which means :
1) Clean the stone
2) Reduce force to the absolute minimum (5-10 grams)

My main point here is that commentary on stones would be very much helped if people discussed the forces and areas they were using, even if just coarse estimates, and the steel types used.
My current estimates of the LCP point on this stone :
-15n20 at sub-60 HRC, : 1.5 to 2 psi
-10V at 60+ HRC, 6 - 9 psi

My camera wasn't able to take great pictures of the glow in the dark layers. The layers did glow but not as bright as I would have liked. I believe its because the resin was opaque and kept it from reaching its highest potential. The Micarta turned out beautifully nonetheless.

The challenge :
-your friend reports he sharpens the knife, it shaves well, doesn't slice newsprint well
-he uses the knife for awhile, sharpens it again, but this time
-it doesn't shave well at all, but slices newsprint well
This is an interesting knife from a heavy use point of view or perspective because impacts on the spine have no lock to damage and even prying isn't a critical problem because there are no intricate internal parts to damage.

In this video the following curious behavior is noted :
-CPM 10V blade by Phil Wilson, 62.5 HRC, forced air + (l) nitrogen quench
-used for edge retention work on cardboard
-resetting the edge took 25 pps on a very cheap slow cutting stone
-resetting the edge took 125 pps on a much faster cutting waterstone
The question is how come the edge was reset (apexed) much faster on what is in general a much slower cutting stone?

This is just a blurb to show the sharpness off of the stone directly as a few people asked to see it after I described it.
The knife used is very difficult to sharpen as it is an inexpensive stainless steel which is prone to burr formation and apex collapse. The process used to get the sharpness shown is :
-5 pps, non-alternating
-5 pps, alternating
-5 pps, + crossing strokes (and alternating)
-5 pps, + ultra light (and crossing strokes and alternating)
-1 pps, 25 degrees
-5 pps, + ultra light (and crossing strokes and alternating)
